SPR# JFRN6TS9YK - This fix prevents an overflow when the Smart Upgrade Governor value configured in Server Configuration Record exceeds MAXDWORD 0xFFFFFFFF
4294967295 in which case just use MAXDWORD 0xFFFFFFFF 4294967295.
